Creating a culture of Safe spaces for growth

Within SCOUTS South Africa creating environments where children and volunteers feel Safe from Harm is more than a framework with policies, it is a culture we actively build every day. As we kick off Safe from Harm Week, our focus is on strengthening a safeguarding culture in Scouting; one where every young person feels safe, supported, and able to grow with confidence.

You may have heard about our Safe from Harm framework and wondered what it really means for your child or for adult volunteers. At its core, it is about creating environments where young people are protected and respected, and where Scouting can fulfil its purpose as a space for adventure, learning, and personal development.

A strong safeguarding culture goes beyond reacting to challenges. It is about being proactive. It means putting the right measures in place to prevent harm, while also ensuring that there are clear, effective ways to respond if concerns arise. Most importantly, it is about creating an environment where everyone understands their role in keeping others safe.

Safe from Harm Framework

To support this culture, SCOUTS South Africa has a Safe from Harm framework that guides our actions. This framework includes our Adult Support Policy, Child Protection Policy, Safe Scouting Policy, Social Media Policy, and our Organisational Rules and Member Code of Conduct.

These policies help ensure consistency, accountability, and shared understanding across all levels of Scouting. But policies alone do not create safe spaces—people do.

Safeguarding is a shared responsibility. It lives in the everyday actions of Scouters, parents, and young people: in how we communicate, how we support one another, and how we speak up when something is not right. When everyone is informed, aware, and committed, we build a culture where safety is part of everything we do—not just something we talk about.

When young people feel safe, they are free to take risks, try new things, and grow into confident, capable individuals. That is the true impact of a strong safeguarding culture—it creates the foundation for meaningful growth.
